Communication Glossary

Development communication refers to the use of communication strategies, tools, and processes to support social development.

The so-called development communication focuses on empowering communities, promoting positive behavioral change, and facilitating participation in decision-making. That is especially true in areas like health, education, agriculture, and governance.

There are multiple caveats with the so-called “development communication”.

First and foremost, its definition is based on highly relative terms, like “communities”, “positive”, “education”, “health”, and “governance”.

When one listens to the media and hears words like “a positive change to the educational system“, for example, one is usually interpreting that phrase in a specific manner.  Therefore, deriving from the sentence a message that is not there. What is positive for one could be detrimental for another.

At the end of the day, although the term development communication tries to refer to something as objectively positive as possible, it could be, unfortunately, used to refer to something that is positive mainly to the one speaking.

That is especially true in the language of propaganda.
